About Technology Services

The Technology Services Department (TS) of the City and County of Denver is using state-of-the-art technologies and methodologies to deliver and improve the systems, applications, and operations that we deliver to our customers. Technology Services supports the people, agencies and ideas that make the City and County of Denver world class city. About the Data Tools and Governance Division

The Data Tools and Governance Division connects both internal and external customers to information and services by providing the access, framework, tools and expertise required to fully leverage the City's data and information assets. This division is dedicated to transforming Denver's access to and use of data to drive strategy, policy, and operations. The security team plans and implements security governance and controls, monitors and responds to cyber threats and vulnerabilities.

Technology Services (TS) is seeking to fill its Chief Data and Information Security Officer position that oversees its Data Tools and Governance Division, which serves the vital role in transforming Denver's access to and use of data to drive strategy, policy, and operations.

As a member of Technology Services' Executive Leadership Team, you will be responsible for driving and advocating Denver's data and analytic strategy, including how data is accessed (data hub, open data) and how it is transformed into information and knowledge (analytics, business intelligence). In addition, you will coordinate and implement the City and County of Denver's information security efforts, such as assessing our current security posture, developing long term strategies and support tactics, partnering with a variety of stakeholders and customers, and overseeing all information security projects, programs and personnel. Your direct reports will include directors overseeing multiple teams of data and information security professionals. Denver's GIS administrators and analysts are part of these teams, in addition to its Data Protection, Records Management and Governance, Risk and Compliance programs.

In Technology Services, our mission is to improve city performance through four basic strategies: reliability, innovation, access and partnership. As our Chief Data Office, your job will be to improve and enhance performance across all four of these strategies. For example, you will act as an advisor to our Executive Leadership Team, providing analysis to make informed business decisions that affect technology reliability and customer access. You will use your strong leadership and technical background to mature our enterprise analytic capabilities and data service offerings to our customers.

The Chief Data and Information Security Officer will:

  • Enable customers (city departments) to innovate and achieve their strategic goals using data
  • Foster the maturation of a data-driven culture, related competencies, and data literacy across the enterprise
  • Represent and lead a nationally recognized team of data and security professionals, providing them with effective coaching and assistance as needed.
  • Govern and create a culture that manages data as an enterprise asset
  • Expand open data offerings to empower citizens, and to enable better government and commercial services
  • Oversee the development and delivery of the City and County of Denver's enterprise data and analytic platforms and tools
  • Evaluate and prioritize risks and emergent security threats throughout our organization, recommending mitigation strategies and informing TS of risks associated with current and future systems
  • Develop and maintain controls on data quality, interoperability and sources to effectively manage the risk associated with the use of data and analytics
  • Create policies and controls for the appropriate protection of information assets.
  • Collaborate with federal, state and other local cyber security offices on investigations, alerts, findings, etc.
  • Work with staff to ensure that all information owned, collected or controlled by or on behalf of the City and County of Denver is processed and stored in accordance with applicable laws and other global regulatory requirements

About You

We are looking for someone with some of the following skills and experience:

  • Proven experience partnering with a variety of parties, including internal/external customers, vendors, and senior levels within an organization
  • Excellent management, team building, and coaching skills. Proven track record of leading complex, multidisciplinary talent teams in new endeavors.
  • 5+ years of management level experience leading data science, data engineering, technical, or operational teams.
  • Able to work across business lines at senior levels to influence and effect change to achieve common goals.
  • Knowledge and understanding of relevant legal and regulatory requirements, such as Payment Card Industry (PCI), Criminal Justice Information Services (CJIS), Health Insurance Portability and Accountability Act (HIPAA), and others.
  • Knowledge of common information security management frameworks, such as ISO/IEC 27001, ITIL, COBIT as well as those from NIST, including 800-53 and Cybersecurity Framework

  • Education requirement: Bachelor's Degree in Computer Science, Mathematics, Business, or a related field.
  • Experience Requirement: Five (5) years of experience managing large information technology teams or complex projects at the type and level of IT Director.
  • One (1) year of management experience must include budget and fiscal oversight responsibility, evaluation of business processes, and policy and decision-making experience with planning and organizing multiple programs, projects, operations or functions.
  • Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
